Report: Ozone Hole May Disappear by 2050

Quite contrary to the claim in this article, I do not see the Ozone hole disappearing by 2050. My vision of the future is that cities and communities were actually domed so the earth's inhabitants would not be hurt by dangerous UV rays and other chemical pollutants.
The National Institute for Environmental Studies is simply speculating about this matter but cannot prove or conjure up concrete research results to verify this claim that the hole in the ozone layer can be restored. It simply cannot and the damage is already done.

How high will the domes be over the cities? How will air planes travel between the domes? Will it be safe to leave the dome to go to another city or will we be, "held prisioner" in our domed cities? Can and will we be able to live outside of the domes? What year will the domes go up?
